CARTA ABIERTA AL PRESIDENTE ALVARO COLOM, DEL 27 AGOSTO 2010

Distinguido Presidente Álvaro Colom:
En representación de los directivos de la Red por la Paz y el Desarrollo de Guatemala (RPDG) y de otras organizaciones guatemaltecas en los Estados Unidos que nos acompañan en nuestras iniciativas, nos dirigimos a Usted con ocasión de su visita a Los Ángeles, California, a finales de este mes. Según la prensa de Guatemala, ha ofrecido usted buenas noticias para las guatemaltecas y los guatemaltecos en los Estados Unidos; la única buena noticia sería que el Gobierno de los Estados Unidos decidiera conceder el TPS para los guatemaltecos indocumentados, de obtenerse el TPS: “Ésta sería la primera buena noticia para los migrantes guatemaltecos en 30 años”.
La obtención del TPS sería el producto del esfuerzo de miles de guatemaltecos — como mínimo, gracias a nuestro trabajo, se han hecho llegar mensajes respaldados por 20,000 firmas– y el apoyo de personalidades estadounidenses que han considerado que el TPS es una medida mínima de solidaridad con Guatemala. De conseguirse, entonces, habrá mérito en el Gobierno de Guatemala, que respondió a nuestra solicitud de que pidiera el beneficio al gobierno estadounidense, presentó la información correspondiente y colaboró con algunas iniciativas de los migrantes, y de grandes sectores de guatemaltecos que sabemos que solamente manteniendo nuestra constante acción se puede mover a las autoridades de este país y las nuestras a actuar. De lograrse el TPS, sería un triunfo colectivo, en el cual para nuestra satisfacción, aportamos una contribución importante, movilizando a migrantes y a ciudadanas y ciudadanos guatemaltecos en nuestro país.
Desde luego, ante los ojos de nuestra población guatemalteca, sumamente crítica por las acumuladas frustraciones y desencantos con nuestra clase política, probablemente se tildará a su gobierno, Presidente Colom, de negligencia y falta de empuje en esta empresa si no se llegara a conceder el TPS. Le criticarán muchos, porque ya lo hacen aunque externamente le aplaudan, el no haber visitado personalmente al Presidente Obama para plantear nuestro caso.
Tenemos la impresión de que, al igual que ocurrió con el Presidente Berger, con ocasión del paso del Huracán Stan, su gobierno fue maniatado por el Departamento de Estado y la Embajada de los Estados Unidos en nuestro país, así como por timoratos asesores locales e interesados profesionales del cabildeo. De hecho, la falta de invitación de parte de la administración del Presidente Obama no deja de ser una mala señal en este proceso.
En los esfuerzos que nosotros realizamos, la contribución de dos consulados en Estados Unidos fueron significativos; pero son muchos más que dos los consulados existentes. Se sumaron muchas personas y organizaciones en Estados Unidos; pero estuvieron ausentes la extinta coordinadora de los migrantes en este país, los Asesores del CONAMIGUA y la mayoría de las mesas consulares que la RPDG ayudó a formar. En otras palabras, Sr. Presidente, las entidades cercanas a su gobierno sufrieron de parálisis a la hora de las acciones, aunque aparecieron en primeras planas de los diarios del país a la hora de las palabras.
Estamos a finales de agosto y no tenemos respuesta del Gobierno de los Estados Unidos. El 4 de septiembre se cumplen ya tres meses desde que se hizo la petición formal por parte de su gobierno y pensamos que el silencio como respuesta a esta petición es una ofensa para nuestro país. Por ello, Sr. Presidente, lo instamos a que en la fase final encabece, con el empuje que hasta ahora ha faltado, la solicitud de una respuesta directa del gobierno de Obama, mejor si positiva, con ocasión de la celebración del Día del Trabajo, un momento muy propicio para los trabajadores guatemaltecos que estamos aportando al desarrollo económico de los Estados Unidos, este 6 de septiembre. Inicie con su presencia en Los Ángeles una intensa campaña para que su homólogo, el Presidente Obama, nos de la tan ansiada buena noticia.
La respuesta del Gobierno de los Estados Unidos pondrá punto final a expectativas y acciones. Podremos, entonces, pasar a tocar los otros temas urgentes de la agenda de los migrantes. Le quedan a Usted, Sr. Presidente, un año y 4 meses al frente del Estado guatemalteco, y todos los problemas de los migrantes guatemaltecos siguen sin adecuada consideración: no han disminuido las deportaciones, muchas de ellas de forma francamente abusiva; no se han enfrentado de manera más enérgica las leyes y acciones xenofóbicas; la Ley de CONAMIGUA sigue siendo un desastre y motivo de desunión entre los migrantes; se han congelado los esfuerzos de cara a la reforma migratoria; y no parece haber ningún intento por concedernos el derecho al voto y la representación en el Congreso de los guatemaltecos y guatemaltecas en el extranjero. Nosotros le hemos planteado reiteradamente la celebración de un Congreso de migrantes guatemaltecos en los Estados Unidos –no una reunión de relaciones públicas en Los Ángeles—para abordar estas trascendentales cuestiones y, a estas alturas, luego de nuestras cartas de fechas 2 de junio, 4 de junio y 17 de agosto, seguimos esperando una respuesta.
Dejamos por escrito, como testimonio para el presente y para la historia, nuestras valoraciones de lo actuado. Creemos que aún se puede hacer algo importante, tanto con relación al TPS como con respecto a los demás temas que nos interesan; pero su gobierno debe darnos ya la importancia del caso, no solamente para la Fiesta Chapina en California, sino para toda la dinámica que debemos, podemos y queremos desarrollar. Nosotros estamos, como siempre, prestos a actuar y no solamente a hablar. Tiene Usted la palabra, Sr. Presidente, y más importante aún, queremos que nos responda con la acción.

OPEN Letter to GUATEMALAN President ALVARO COLOM
Distinguished President Álvaro Colom:
On behalf of the executive committee of the Guatemala Peace and Development Network (RPDG) and Guatemalan organizations in the United States who accompany us in our initiatives, we address you on the occasion of your visit to Los Angeles, California. According to reports that appeared in the Guatemalan press, you offered to bring good news to Guatemalan immigrants living in the United States; the only good news for us will be if you tell us that the U.S. Government decided to grant undocumented Guatemalans a Temporary Protected Status (TPS): “This will be the first good news for Guatemalan migrants in 30 years”.
If the TPS is granted, it would be the product of the efforts of thousands of Guatemalans – at least, thanks to our work, we have been backed by 20,000 signatures – and also because the support we have received from American personalities who have considered the TPS as a minimum measure of solidarity with Guatemala. Until then, there will be merit in the Government of Guatemala, for having responded to our request to ask the benefit to the U.S. Government, submitted supporting information, and collaborated with some of the initiatives of migrants, Guatemalan migrants know that only by keeping our constant action we will move the authorities of this country and ours to act.
Achieving the TPS, would be a collective triumph, which to our satisfaction, we provided an important contribution, by mobilizing migrants and Guatemalan citizens in our country. In the eyes of Guatemalans, who are extremely critical population because of accumulated frustration and disappointment with our political class; if the TPS is not granted, it probably will charge your adminsitration with negligence and lack of trust. Many people will criticize you -already do so though externally they applaud you- for not having personally visited President Obama to raise our case.
We have the impression that -as was the case with President Berger- on the occasion of the passage of Hurricane Stan, his Government was tied by the U.S. State Department and Embassy in our country, as well as by weak-kneed local advisors and professionals interested in lobbying. Indeed, the lack of an invitation from the administration of President Obama is a bad signal in this process. In the efforts that we carry out, the contribution of two consulates in the U.S. were significant; but there are many more that two existing consulates. We were joined by many people and organizations in the United States; but the former coordinator of migrants in this country, the advisers of the CONAMIGUA and most of the consular committees that the RPDG helped form were absent. In other words, Sir, the institutions close to your government suffered paralysis when what it was needed was some concrete actions, although they promptly appeared in photo ops in Guatemala newspapers.
We are at the end of August and we have no response from the United States government. September 4 will mark three months since the formal request for TPS was presented by your administration and we think that silence in response to this request is an insult to our country. Because of the this, Sir, we urge you to lead us with thrust -which so far has failed- to request for a direct response from the Obama administration, with the occasion of the Labor Day celebration, September 6; a very propitious time for Guatemalan workers that are contributing to the economic development of the United States. Starting with your presence in Los Angeles, California you need to lead an energetic campaign to get a response from President Obama.
The response from the United States government will be end point to expectations and actions. We can, and then start to address the other urgent items on migrant agenda. You are, Sir, a year and 4 months away from living office, and all the problems of Guatemalan migrants are still not giving the adequate consideration: unabated deportations, many of them frankly under extreme abuse; you have failed to strongly denounce laws and xenophobic actions against migrants taking place in the United States; CONAMIGUA continues to be a disaster and reason of disunity among Guatemalan migrants; with regards to immigration reform; the efforts have frozen and there seems to be no attempt to grant us the right to vote and have representation in the Congress of Guatemalan. We have requested you repeatedly a congress of Guatemalan migrants in the United States – not a public relations meeting in Los Angeles – to address these critical issues and, at this stage, after our letters dated June 2 and August 17, we are still awaiting for a response.
We want to leave written testimony for the present and history, of our proceedings. We still believe that something positive and important can happen, both in relation to the TPS as with the other subjects that are of interest to us; but your Government should give us the importance of the case, not only for the Feria Chapina in California, but for all the other issues and processes that we need to address, we can and we want to develop.
We are, as always, ready to act and not just talk. You have the floor, Mr. President, and more important, we want you to respond with concrete actions.
